My second thought was maybe it was from that song, Werewolves of London. Went and listened to it and, while that song had a werewolf in a chinese restaurant (and his hair was perfect), no werewolf in a powder-blue tux.

It is a hand albeit a withered one attached to a withered arm and it seems to be hiding his tiny junk.It sort of goes with the other tiny hand and little feet.
See what I thought was that his other hand was tucked in his pant pocket and he was like Stewie in that one episode of family guy “Yep just me and my pubes haaaaaannnngggin out”.
I really thought at first, and still think, that it is his Chewbacca pubic hair. I do not think it is an arm, because I think I see an arm on the other side.
